Lately when someone sends me a picture via iMessage, I see a box that says 'Tap to Download' instead of an image. Most of the time when I try tapping the box, it says 'Downloading' but it is stuck at 0 bytes out of about 2 MB. Other times it will actually download after I tap it and show me the image. Remember that iMessage and regular text message (SMS) are not the same thing. While both iMessage and SMS allow you to send text, photos, and various other media, iMessages will only send to other users of iOS devices and Macs. IMessages can be sent through Wi-Fi connection, while you need a text messaging plan from your carrier to send SMS. Check to make sure MMS Messaging is on: MMS stand for Multimedia Messaging Service.

After days of trial and error, I was able to solve this problem by doing two main things: 1. completely resetting imessage, and 2. resetting NVRAM.
Step 1: Resetting imessage: I logged out and completely exited the application. Then, I followed the instructions here and improvised further by clearing the entire folder ~/Library/Messages: WARNING: you will lose all your chat history/attachments/etc. Restart your computer and go straight to step 2.
Step 2: Resetting NVRAM: see here How to reset NVRAM on your Mac - Apple Support
I also did a hard reset on the iPhone.
Don't open messages until these steps are done.
